As far as mandatory background checks for private sales go...if we are going to implement that then I would first like to see a nationwide criminal-record database that could be accessed via a toll-free 1-800 number. A private seller could call the number with the prospective buyer's driovers license or social security # and get a "go...no-go" on the sale. It wouldnt give out any details, and there would be no record of the firearms that were sold, simply a check to make sure that the prospective buyer wasnt a convicted felon. We already have a similar setup here in Oregon for licensed dealers, the buyer pays $10 for an instant background check prior to purchase. As a private seller who has sold/traded many guns recently, I personally will not sell to someone I dont know unless they can show me a Concealed Handgun license which is proof enough that they are legal to own. The law might allow me to sell to a private party with no background check, but my conscience wont. I have passed on a couple of sales because the buyer gave me a bad vibe, and when I offered to pay the $10 myself for him to take the backgound check and he refused, my suspicions were confirmed.
