How many drivers have been charged with an accident that is caused by an act of Mother Nature or the stupidity of someone else? Maybe the language should say something like: If the driver is determined to be not at fault by law enforcement then the driver is not to be charged with an avoidable accident. </span></span></span></p></blockquote><p></p>
