How exactly does being red circled work?

I was on pre load last 4 months and just now finished up my 30 day qualifying for driving yesterday. I was told since I qualified as a reg temp I'll be red circled into my $27.14 pay rate moving forward. Is that accurate?

If somehow your preload rate is 27, yes you’re stuck on that no matter what job you do. You then go onto the full time pay progression but Get 27 until the progression goes over 27.
