If you sheet a package as refused/damaged, the shipper is notified that their package was damaged, when it is possible the package may just be wet from rain or something. We tell the drivers to record the package as missed and give it to the clerk for a re-wrap. This way, we don't prematurely notify a shipper about a package being damaged that really isn't. As for bad addresses, if a driver ODS's that he has a pkg with a bad PAL (due to a flip), I track it in the hopes we can legitimately record it as a bad address. For example, wrong zip code caused the flip, East/West caused a flip, etc. If there's no out for us, then it's a missed package unless we can make service on it.
