ISIS is defeated. Wasn't under Obama. And other than enforcing a no fly zone and having advisors on the ground our military wasn't in Syria. An Obama strategy Trump inherited. Are you suggesting we should have annihilated the civilian population of Raqqa to get at the remnants of ISIS?

The attack was under the command of the Syrian Democratic Forces ( SDF ) which they named The Great Battle .
