It much different to put ourselves into a position to give money than to leave ourselves in a posiion to be owed money. I believe that is how alot of people think and the reason for the people who started the apwa. Like it or not change is enevitable and all it would take is alittle cooperation on the side of the teamsters and cs and we would all be happy.</p></blockquote><p></p>
