People have left Texas for China. So people left CA for Texas, it's not like the taxes go up for those left behind in CA (in some indirect ways it has I give you). But in general you get counties and cities being short on budget. Could CA drop some of their taxes on business? Yes it's a choice. But then it becomes how much gov't welfare you are ok with? Any biz of size gets some. If you cater and adjust to business needs it all leads back to the same things how jobs led to china and cheap labor. If all states had zero taxes for business, then the states would have to offer even more. And they do! Business will want millions to move there. Once everyone has that, then they'll start demanding billions. There will always be competition for business, some states have a standard they stick to, others adjust as they see fit. People have a choice if they want to move to whatever state they want if that is how they choose a residence. Texas isn't pure free, they forced Amazon out because they wanted evil tax dollars. We keep going the way we are, more of Texas will become too expensive vs other countries. And then it will be Texas's fault. If ultimately everyone goes for the cheapest solutions, then workers will end up losing. State vs State is just a temporary thing, still evolving and sifting down.
