There was no indication of a contract violation. If the local the OP is in allows a start time change this small with this small of a window, then there is no violation. If the contract does not allow the company to change on such short notice, then the 15 min later is just an ask. Anyone who shows up at start time can work, anyone who shows up 15 min later won't be disciplined. The only reason as has been mentioned for a Twilight or Local sort for doing this would be a hiccup in the network that is expected to disrupt volume availability. In those cases it is incumbent on the local management to attempt to avoid a situation where an entire sort is being paid to wait around for volume to show up. Is 15 min a big deal? No, times one employee, it is not. Times a 40 or 100 employee sort, well, now it is getting a tad more serious. Were the attitude of "oh what the heck, just pay everyone extra to stand around when the unforeseen pops up" to be adopted company wide and no attempt to control extraneous costs were ever taken, this company would be in the red within a year. Which is why UPS has the opposite attitude. And I get that attitude sucks for employees (and a lot of management as well) but that is the reality of the situation.
