But at that point, the U.S. had admitted fewer than 1,000 Iraqi refugees since the start of the war.</p><p></p><p>With <a href="http://www.nytimes.com/2007/01/31/opinion/31wed2.html" target="_blank">growing outrage at home</a>, the U.S. began accepting Iraqis in large waves in 2008.
