The fund was to be untouched. Two presidents stole money from the people of the USA to try and cover their butts out of that fund, then created the environment for business to leave the USA.</p><p></p><p>Nobody was thinking down the road during the Reagan or BUSH, BUSH terms. It was business as usual.</p><p></p><p>Now the seniors of this country will pay for it.
