Seems like I should start looking for another job

Thinking about it a little bit I guess the only wrinkle would be if the jobs are "bid for life". We bid yearly here, so in a change of operations, you would be in cover at your new center until the annual bid at which time you would select a job in seniority order. With Bid for Life, your representative might be correct that you can only bid on new jobs and vacations unless you have language that specifically allows for bumping.
Not sure if they do yearly bids, but I doubt they do considering they're in the Central also and it's never been that way in my building.

Doubtful that central would do yearly bids unless they have some sort of local agreement. It doesn’t really sound like this building closure is going very smooth. Sounds like chaos.

Another thing is that I could be told that a person who does the same job as me has more seniority (when they don't) and I wouldn't know any different. I mean, what am I going to do, tell management to prove it? Basically call them a liar?
Are the individual part time job assignments bid on where you currently work (ie..... unload, sort aisle, package car loader, clerk)? Or are you getting a "better" position at your center simply because they let you because of your seniority? Our center used to do that but didn't technically have to.

In some places some of those jobs are not preferred and do not get bid.

Only inside jobs that get bid here are 22.3, otherwise it's women to the small sort, men to the unload, gimps to the sort aisle.
Yep, same here. I know not everywhere has as many 22.3 as we do or some other buildings do. Very few part-timers have any real bid jobs anymore. Even small sort in our building is a 22.3 job.

Having said that a change of ops requires really good organization by a local and if there isn’t good organization, it can turn into a nightmare very fast.

When the scanning and DCAP (address corrections etc.) "preferred positions" were first introduced about 18yrs ago, there were bid sheets put up. Only time they were posted again is when one person got fired and another went into supervision. Then was told about 4yrs ago that there is no such thing as preferred positions but when covering for vacations, they go by seniority. Loading package cars and unloading trucks are not bid positions. Plus there is no seniority when it comes to loading package cars. You're not allowed to pick what area you want to load. They can put you in any loading area they want.

hmmmm... in your case I would stay in touch with your local BA's to get as much information as you can. Management will not lead to any real help unless there's someone specific you trust (good luck lol). Try to get as many other part timers that are going to move like yourself and form a group to link with your local. It's going to be confusing enough so stick together

My old building had about a half dozen people who worked fulltime in the building that had tons of seniority, now they weren't considered 22.3(not really sure what they were) maybe you are one of those and kinda fell through the cracks?

Should be a seniority list hanging on the Union bulletin board

Balmd was like that, had a whole bunch of full-time inside jobs working the sorts. I'm fairly certain they predated the creation of 22.3. I kind of wonder what happened to them when they shut down Balmd's feeder department, because the hubs where the work got moved to did not have full-time inside jobs.

It was confirmed about 3wks ago that the hub is definitely closing. Routes are being relocated to 3 different buildings.

I've been working preload for over 20yrs and this is what pisses me off about the move. We've been told that we can't bump anyone in the other building who has less seniority who do jobs the same as I ir others do right now. One guy on my shift been there over 25yrs and his current job is scanning packages/puts PAL labels on packages. How is it he can't bump someone who does the same job but has less seniority?? We were told that seniority will only play a part when it comes to bidding on a job if it arises and when it comes to choosing vacation weeks.

There's nothing in the contract that I'm aware of stating that's how the process will go down when moving to a different building (not by choice) Union rep says that's how it's been done across the country when buildings close. We'll, just because that's how it's been done doesn't make it right.

Any help would be appreciated, thanks.
What was your locals explanation for why you can not bump them out? Im assuming they are preferred position and they don't allow bumping once position is awarded.

Low seniority could be doomed. If they close a building, the work can be followed.
If staffing quotas are met after a building(s) merge, are lower seniority laid off, or permanently laid off? Is there a recall if a spot opens up?

From what I heard, they were all 22.2 jobs. A nightmare for UPS to deal with since they can’t be moved around the country like 22.3 jobs.
