Skipped seniority

Been driving utility for some time now. When a driver calls in or is on vacation I usually do there route. Found out today I've been getting skipped on the list to drive. I want to file but unsure what article to file on. Any suggestions?

We have a lot of utility FT permanent drivers.

Ours are only pt here, but that's why I'm asking the op. Another thing that seems to be different from one area to another.

Yes I am PT, I talked to the ORS that called the utility driver under me and he agreed to pay me the hours he worked on an adjustment check.

In my area there are PT and full time utility drivers.
