Sad. Neither of the things you cited had anything to do with disease prevention or natural disaster mitigation. And steps that were outlined in the 9/11 Commission’s report have been taken to prevent a repeat.

Dictators have the potential to be very bad but benevolent dictatorships are one of the best forms of government. Their main problem is when someone else takes over and abuses their power.
