Republicans did not have overide powers at the time you state. The Democrats held the Senate 57-43 and the House 258-176 in '93-'94. The GOP won control of both houses (in the mid terms) for the next Congress because Bill Clinton didn't stop NAFTA. Republicans in both houses voted in majority numbers for NAFTA but enough Dems were needed to ratify. This was a bi-partisan fiasco.</p></blockquote><p></p>
