That was done years ago as part of the Funding improvement plan required by the Pension Protection Act.Oct 15th was the deadline to "opt-out" of Funding relief for 2014, which was necessary as plans in "Funding Relief" can not improve benefits. All pretty technical stuff but fortunately with the increases negotiated by the incompetent Ken H and the IBT(sarcasm), L804 was able to negotiate increases and this improvement is possible.
