I think I know where you are going with this one.. all these 22.4 drivers currently on progression are limited from reaching the RPCD top rate unless they bid on a vacant or retired RPCD position. Therefore there will always be a constant number of second class package car drivers (22.4) on the bottom of the seniority list working their way up. Most of our 22.4’s were hired off the street because none of the seniority part timers in the building wants to go out driving and a lot of them wouldn’t qualify if they did.
