Of course they overcharge for commercial customers, for example(up until a short while ago) Verizon shipments were all ISR, and they were charged the ISR fee, even if delivering to a business(where we get a signature, automatically) Anyone notice that many Verizon Shipments no longer have ISR requirements? that was FedEx "settling" or fixing the problem. I especially like the resi Verizons that don't have ISR(probably because it's a business account etc.)
