Why not? I know all the training and the tests are a pain in the posterior, but they do serve a purpose. They do help prevent injuries and accidents. The theory is that if we learn them, we will practice them - and it works. They have become second nature to a lot of us. We practice them without thinking about them - even off the clock. What's wrong with that? Your safety starts with you. They cant afford healthcare but they run quarters thru a slot machine like green poop thru a goose. The OP had a good point. Why do we have to memorize stuff that doesn't pertain to us. Do pre-loaders have to memorize the 10 point commentary?
As for yard control, the rules are a one size fits all deal. No two buildings are alike, but all employees have access to the yard. Our yard can be total chaos at times and employees have to cross it to get to the employee parking lot. Have you ever stood near a trailer that's backing up? It's unbelievably quiet. The noise is up front with the tractor. With all the trucks moving and trailers backing and horns honking, its easier to be killed than it is to stay safe. Learn the rules - your safety starts with you.
