Unfortunately, Obama has been a terrible leader in that regard. The murder of civilians by drones has continued and increased under his presidency, and that's all on him.

The reason the US wouldn't back the rebels in Syria was because they are what we now call ISIS, no?The evidence grows that ISIS isn't a manifestation in and of itself. If we want to destroy the root at the heart of ISIS, maybe we shouldn't be looking in the Middle East at all.
