His hourly rate of $11.00 is correct. UPS administers raises for bargaining unit employees according to the wage schedule in the contract. His hourly rate was $10.10, and then $10.15 because of the minimum wage for federal contractors, but the actual starting rate, contractually, is still $10.00. Since he's getting skilled pay now, though, he will get the full $0.50 raise after one year if he remains in a skilled position. Pity the poor fools who don't get the skilled pay and go from $10.15 to $10.50 after a year.

If you have a pay issue, skip dealing with management and go to HR.
They are the ones who put your pay rate into the computer.
The only thing management does is send an email to HR to change your position.
