I doubt that that is dumping. Cruise lines have strict regulations not to say that it doesn't happen. If you look you can see white caps showing a lot of water movement.

That picture is a very common scene when a larger cruise ship is turning, especially in shallow waters. The bow or stern thrusters on a ship will kick up all kinds of stuff when used to help the ship turn.

Been on many cruises and have seen it many times as we go round and round. :laugh:
