socialism for corporations, private profits for corporations

Of course I'm aware of that. And conservatives and libertarians support such funding, but not ALL R&D.

American private enterprise has created much of the life saving medical equipment and drugs that exist in the world. We are far and away the leader. Socialist countries pale in comparison to medical development.

I know a number of libertarians who would disagree with your claim. You could say "some libertarians" which makes your claim far more accurate. There are also a few conservatives still around who also hold to such a strict laissez faire viewpoint of government in relation to private economics so not all conservatives would follow with your claim.

American business has been using government for most of time since our nation formed as a mechanism to shed costs onto the public purse. Externalizing these kinds of costs saves the business interests from the risk of misallocation of resources so that they only have to mop up the profits once the cost barriers and risks are out of the way. True Free Markets operate on the principle of both risk and reward with the risk acting as a serious check against abuse. State welfare to business interests along with limited liability protections upset this necessary balance.

Where public funds are used for research and discovery, all such information should be completely open source, a commons if you will, and made available to anyone to use at no cost other than their means to produce it. From drugs to drones and then some. Doing so might reduce certain business interests from using the public purse in the first place because there would be no copyright or IP barriers which grants them monopoly in which to profit. Corp. America is not against the commons, on the contrary, they just want to deprive you and I from it while they are positioned to profit using our labor on both sides of the balance sheet.

Another reason why the free market rhetoric of the GOP/limited gov't right of which some "call" themselves libertarian is mostly just hollow rhetoric. The last thing they really want is a truly free market and a truly libertarian society.

What is the criteria to qualify?

Socialist countries pale in comparison to medical development.
That statement is misleading, at best.

The only country that is Socialist and close to being in the first world is Portugal, and our healthcare ranks lower than theirs.

Perhaps you are equating socialized medicine with socialist countries?
