Well said. Maybe with a truly open race in 2016, it will turn into a re-play of 1991. Hopefully the strong and courageous leaders of the locals who stood up to hoffa/hall and delivered on the local level to their members will start talking of putting together a strong slate of reformers. This current regime and ALL ASSOCIATED WITH IT must not be allowed to run our union anymore. With rebellious rank and file constantly reminded of this contract along with the eventual split of the old guard (some will continue to back hall and others will see a need to splinter off), a real three way race with three full slates might allow a real changing of the (old)guard. That would be the perfect gift on the 25th anniversary of Ron Carey's historic victory!!PiedmontSteward answered your question, but I will add some details.
Technically, IBT General Executive Board elections are scheduled, like PS said, every year that has a last digit that ends with a one or a six. So, yes, 2016.
But notice that I said "scheduled". I used that word because there would only be an election if one or more challengers for any GEB position is able to get themselves officially nominated as a candidate. That process would happen at the IBT convention, which will probably be held the last week in June, 2016, probably in the Paris ballroom of the Paris Hotel/Casino in Las Vegas.
In order for any eligible Teamster to get themselves officially nominated, hence get their name on the October, 2016 ballot for all 1,400,000 (and dropping) Teamsters to vote on, those persons desiring to get on the ballot must get votes from a minimum of 5% of all elected delegates either in their Region, (for Regional VP), or in the Union as a whole (GP, GST, VP's at Large, and Int'l Trustees).
Getting the support of enough delegates is the difficult problem. The Hoffa camp, in previous cases, tries everything they can to stop their potential challengers from getting delegates that would vote for the challengers.
Although I anticipate that in 2016, (assuming that Hoffa, who would then be 75 years old, wouldn't run again) there will be a whole new ballgame at the convention. That's because there are more than a few Old Guard officers who KNOW THAT THEY DESERVE TO BE THE GENERAL PRESIDENT. People like Kenny Hall, Sean M. O'Brien, John T. Coli, and Rome A. Aloise.
Let's say that all four want to get nominated. All four have enough sway to get at least 5% of the Teamsters convention delegates to vote for them. So if Hoffa's out, then that will be the chaos convention, and there will be an IBT GEB election in October of 2016, with the winners to take office in March of 2017. (The delay is for election protests, and appeals of those protest decisions.)

From most of the information from many of your posts I seriously doubt there is any accuracy here in this post.Two weeks ago at the Labor Notes Convention in Chicago over 20 different officers from Old Guard locals that backed the candidacy of Hoffa in 2011 showed up.
Some thought they were showing up to steer trouble. However, they made it clear they were not supporting hall or Sean O'Brien in 2016 and expressed their support for Local 89s fight against UPS.
