Because if they didnt, criminals would just kidnap children or use their own as "hostages" to keep from getting pursued. Actually, police officers excercise discretion quite often when deciding whether or not to continue a high speed pursuit, it depends on what charges the perp is wanted for. If they know where he lives and the charge is a minor one, they will just wait and bust him later. If its a murderer or armed robbery suspect, you chase them no matter what. Its a mean world and ugly sh&t happens to good people sometimes.
