That’s the view from the exit before where he drove into the crowd. The next exit sign is the one on the video. Clear day, straight away. I find the idea that it was an accident hard to believe.

What's he going to do? Turn the tanker around or back down the road?
If you were there, in his cab, you may have a better chance to access the situation.
Maybe he drove all night and was not on his A game.
