The goal is to protect against the most harm. Is it fair that 20-year full time employees have nowhere to go if their porter or clerk jobs are dissolved? In my Local they are sent into the hub to load trucks. If there was one seniority list and if every full time job (package routes included) was bid for specific amounts of time, like yearly, workers could bid back to other desirable jobs. Part timers could get prorated seniority credit for their time. We need to be able to protect the seniority of our members instead of letting UPS create victims of their ever-changing operations.
