I'm for it only if there is universal access to the movements of every rank and class. So I would need to know everything a CEO, government official, religious leader, or next door neighbor says and does real time.
We can have a list of punishable infractions: lying, cheating, theft, plots, unfaithfulness, and deception of any kind.
