If the President has ultimate authority over immigration, what's to stop a future President from saying, "Everyone can come in, no problems" ?

The law says the President can place temporary holds on immigration but the President doesn't have the power to drop all existing immigration laws by opening the boarders to free immigration.

"The President may by proclamation and for such period as he shall deem necessary, suspend the entry of all aliens and any class of aliens as immigrants or non-immigrants whenever he thinks it would be detrimental to the interests of the United States.”
