If by "manpower" you mean manpower to deploy tarps and pallets, then yes.
I don't think even that even the best analysists have a confident estimate of what peak will be like. While it's a very poor gauge of what's to comes I never saw the parking lots at Walmart. Ollie's and Rural King as full for the first Saturday in October as I saw them then. In these parts people spend their summers getting ready for winter. Filling up the freezers and canning jars, getting their heating fuel prepaid making repairs to the house.....Christmas gets what money is left over. And by the looks of things around these parts there might not be a great deal of it.

They'll get them all delivered. The question is when.
For the rank & file; instead of leaving the building at 10:22 on 21 Dec with 156 stops, you’ll leave 20 min earlier with 116 stops. 30 min breaks approved.
I can only remember taking 60 minutes 2, maybe 3 times in 22 years.
