If a package is over 69 lbs but less than 70 lbs. Should an overweight sticker be applied?

Don't care, if you use the methods you should test the weight before picking it up any way. You'll know if it is heavy as hell or not.

The big H on the label clearly tells me the package will weigh over 70 lbs

For you, all packAges weighing in at 69 lbs. require a rainbow overweight sticker

You all are the same as a bunch of runner Gunner lunch skippers. Costing Union jobs doing the work that by contract should be done by two employees. Way to go @IVE GOTTA PACKAGE 4U
