Top rate is the same for the country, but each area can be a little different. I know here (Upstate NY), we have 1.95/hr taken out at top rate to go directly into our pension fund since it was in critical status. So our top rate is slightly less, not sure if other areas of the country have done the same. Have to check with your local, but ideally it is the same across the country.
