I just started training as a Handler and saw an SAR sticker on a package. What does that mean?

I've seen this a few times myself, best guess is it's something to do with a signature. Nonetheless your life will be easier if you only concern yourself with what is relevant to your specific job i.e. airport code, ursa code, etc
