State taxes on pensions

I live in PA where they do not take state taxes out of pensions. There are exceptions of course. I might be one. I retired after 30 years part time at the age of 50. They are currently taking state taxes out of my pension. I am trying to find out what those "exceptions" are. Any info will help. I talked to the pa dept of revenue and they want a letter from the company or the company issuing the pension saying I am not one of those said exceptions. For example, early withdrawal. I talked to BNY Mellon and they referred me to the pension department in Atlanta. I left a message and they have yet to call me back. I need to figure this out by tax deadline day. This is close to $1,000 a year they are taking out.
