But they aren't homeless in those states because the Federal government isn't helping out. They are there from all over because those states provide the greatest amount of assistance to the homeless. And in California and Hawaii's case there's great weather making it easy to be homeless. Those states are typically "sanctuary" states too. And are now complaining that the government's border policies are hurting them when before Biden they were defying the Federal government by refusing to cooperate with INS over illegals.
