Don't know how well it works on boots, but I used this Kiwi spray on my nylon FX parka: KIWI Camp Dry Heavy Duty Water Repellent

After a couple of heavy pouring days, it's been working incredibly well. I also have an Outdoor Research rain hat that keeps my head bone dry when I'm standing outside processing pups.
