If you read or listen that rambling mess of a speech, he is telling them to do something cause all other remedies have failed. He is lying to them about election fraud making them angry, he is telling them to fight, to fight to fight, to never concede, never stop, he is calling republicans weak for letting the democrats get away with stealing the election, and he is telling them if pence doesn’t do the right thing it’s over with and pence said he didn’t have the power to do what trump wanted and in congress he didn’t do what trump wanted. And that’s why some of them started yelling kill Pence because trump primed them to hate Pence in that moment. And he told them to go to the capital building which is what they did and then some of them rioted. Some of them had a plan to capture and kill congressional leadership.

He was pursuing Constitutional legal measures and once those legal measures were exhausted, he gave in and announced Biden would be the next POTUS.

So, Pelosi is offering her Republican colleagues a chance to come together in a bipartisan way to make the point that the President should not instruct a crowd to march down Pennsylvania Avenue and “fight like hell” against the certification of the legitimate winner of the election.
