Read what it says..says 11 from 0315 to 0430. That's today this morning which explains why the east coast planes were late to west coast

The alert the FAA sent out wasn't uncommon. For flights to go on an airline like UPS' they have to have dispatch systems and an op system active. If they go down flights have to land for safety reasons.
