He often doesn't mean what he says he does and does mean what he says he doesn't. Depends on how the fallout is affecting him personally. And 286 hours is a long time for someone who is both the most powerful man in the world and a sick sociopath to be thinking up new ways to try and save himself from a return to life as a private citizen.
