I always get a kick out of people who complain that the time study "needs to be redone", or "isnt accurate".
The reality is simple. UPS time allowances were never intended to be fair or realistic in the first place. They were intended to create a "standard" that can only be met by working off of the clock. Period. End of story.
Complaining about the "allowance" is sort of like complaining about the odds at a blackjack table or roulette wheel. The house makes the rules, and the house always wins. There is nothing "fair" about it. It is basic mathematics, nothing more.
The entire business model of the casino is predicated upon the notion that the customers will spend money to play because they think they can find a way to win....when the odds have been designed to make it mathematically impossible for them to do so. Thats why there is no such thing as a "professional" slot machine or roulette player. Play long enough, and you will lose.
The entire business model of UPS is predicated upon manipulating a substantial portion of its drivers into skipping their lunches and breaks. This is done by creating "allowances" that are physically impossible to meet without taking shortcuts and working off of the clock.
Follow the money. Nine drivers who skip lunch=one less route dispatched, one less car on the road, one less benefit package to pay for. Proper manipulation of the allowances can yield many millions of dollars in free labor and extra profits per year for UPS.
