GBI opens probe of Fulton DA Paul Howard over use of nonprofit funds
Paul Howard is in a hotly contested election race to succeed himself as District Attorney.
The GBI has opened an investigation of Fulton County District Attorney Paul Howard and his use of a nonprofit to funnel at least $140,000 in city of Atlanta funds to supplement his salary and I he used this opportunity to strengthen his public image and chances in the upcoming election. The criminal investigation comes at a time when Howard, Fulton’s DA since 1997, is also facing allegations of sexual harassment, which he strongly denies.

Howard is also facing a state ethics complaint for not disclosing he was a chief executive of the nonprofit, People Partnering for Progress, in personal financial statements. On April 15, the Georgia Transparency and Campaign Finance Commission charged Howard with a dozen disclosure violations, most of them involving PPP.
In 2014 the GBI also investigated Howard’s use of money forfeited by criminals to pay for galas and dinners for his staff and their families.


As a 45 year plus resident of Metro Atlanta, I can testify that Paul Howard is known as a major league political whore.
He is part of the Atlanta political power structure with aspirations of becoming the mayor of Atlanta someday.
He loves to put on a big show, like any DA and this is probably his best.
He also has an active id that is directly linked to his penis and has got him in hot water over the years.

Please don't think Paul Howard represents Atlanta ... shameful display of abuse of power and over-charging.

Rayshard Brooks Case Prosecution Announcement
In a highly unusual move, Atlanta DA Paul Howard announced charges against the officers
before the GBI has completed its investigation and published its findings.


Atlanta DA Paul Howard stated that Rolfe is being charged with 11 counts including felony murder, three counts of aggravated assault with a deadly weapon, criminal damage to property, violation of oath and aggravated assault for kicking Brooks as he lay on the ground. Rolfe faces the possibility of the death penalty.
“If that shot was fired for some reason other than to save that officer’s life or prevent injury to him or others, then that shooting is not justified under the law.”

The Fulton County DA further stated Officer Brosnan stood on Brooks after he had already been shot instead of administering medical aid. Howard said the officer’s demeanor on the scene didn’t suggest that they were afraid or in any immediate danger.
Brosnan has admitted to standing on Brooks’ body after the shooting and will become a state witness and testify.
He has been charged three counts of aggravated assault and two counts of violating his oath of office.

Brosnan, who is on administrative duty pending the outcome of the GBI’s investigation, has agreed to testify for the state against Rolfe, the DA said. He also admitted to standing on Brooks’ shoulders following the shooting, saying that his intention was to stand on his arm, according to Howard.
However, Brosnan’s attorney, Don Samuel, told AJC.com that, “It’s absolutely untrue.”
He said his client has not agreed to be a state’s witness, denying that his client admitted guilt or did anything wrong.

“The decision to initiate charges by the Fulton County DA’s office is irrational, unethical and obviously based on factors which should have nothing to do with the proper administration of justice,” Samuel said in a statement.

Both men are being asked to turn themselves in by 6 p.m. tomorrow. A bond of $50,00 will be asked of the court for Brosnan since he is becoming a cooperative witness with the state. No bond will be asked for Rolfe due to the “severity of his act” and kicking Brooks while he lay injured.

Georgia law requires that a Grand Jury finalize these charges before they are official.

The LoRusso Law Firm, which is representing Rolfe, released a statement on the incident that said, in part:

“The loss of life in any instance is tragic. However, Officer Rolfe’s actions were justified under O.C.G.A. §17-4-20 and O.C.G.A. §16-3-21. A peace officer may use deadly force to 1. arrest a suspected felon when he reasonably believes that the suspect poses an immediate threat of physical violence to the officer or others, 2. to protect himself and others from a life-threatening injury, and 3. to prevent the commission of a forcible felony. Mr. Brooks violently attacked two officers and disarmed one of them. When Mr. Brooks turned and pointed an object at Officer Rolfe, any officer would have reasonably believed that he intended to disarm, disable, or seriously injure him.”

The law firm argued that Brooks suddenly attacked Rolfe and Brosnan “without warning or provocation” when they placed him under arrest. The statement also said that the officers “used the least amount of force possible in their attempts to place Mr. Brooks into handcuffs,” which included Rolfe deploying his Taser twice.

“Officer Rolfe is well known to the courts and there is no compelling reason to bring any charges against them
before the GBI has completed its investigation and published its findings,” the statement concluded.

Georgia Bureau of Investigation (GBI) Director Vic Reynolds said, "Brooks eventually got a hold of the Taser, and he ran a few steps before turning toward Rolfe. That was when Rolfe opened fire, leading to Brooks’ death.

“It does appear in the video that he is fleeing from the Atlanta police officers, that as he’s fleeing he turns back over his shoulder with what appears to the naked eye to be his Taser that the eyewitnesses told us they saw the individual have that belonged to one of the officers,” Reynolds said Saturday. “And as he turns and fires, you’ll be able to see on the video the Atlanta officer, literally reach down to get his service weapon and as he gets his weapon, Mr. Brooks begins turning his body away from him, I presume to flee.”

If it's true he said "I got him" after the shooting, kicked and stood on the shoulders of the dying body and then waited over 2 minutes to give medical attention, would you still think they deserve a fat paycheck?

If these things are on video, the shooters either going to do some serious jail time or Atlanta and a bunch of other cities will burn when the cops walk.

Just two weeks ago, for example, Howard charged several Atlanta Police officers with aggravated assault after they allegedly used a Taser -- referred to in the arrest warrant as "a deadly weapon" -- on two college students.

Looks like the DA who charged the officers made the case for their acquittals two weeks ago. More Democrat hypocrisy, surprise surprise.
