College Degree?

I was BS'ing with an HR rep yesterday morning while I was waiting for late air. She was telling me effective immediately, any driver hired off the street on the "6:1" ratio MUST have a 4 year degree. Is there any truth behind this? Has anyone ever heard of this before?
