A copy was given to me before he sent it to his boss. He cc'd every upper management person he had an email address for.

I'm sure it did not "open" anyone's eyes. He was actually a pretty good guy. Disciplined drivers when he had to, but did not "dig" for anything. Only dealt with the stuff that came across his desk. You know, dumb driver errors.
