Pick-Off Test, Picking-Off

So I passed My Pick-Off Test for my Belt And showed it to my Coordinator he did not want to give me my $1 Raise So than I go to My Shop Steward and he says some Coordinator's do sometimes just give the $1 Raise but in reality you are suppose to go and Pick-off first. Well on Friday Oct 15 I Picked-off but did not get my $1 Raise on My Pay-Check So I told My Coordinator and he said that my belt is not a Preferred Pick-off belt because every Package that goes on our Belt goes on every shute basically saying I am not going to get my $1 Raise but than again why do we have a test for? So is he just being cheap or is it true what he is saying?
