I would say that Detroit's problems go back to Jan 2, 1962.

Democrat mayors eventually create slum cities.

They are really good at that.
The Republican mayor who left on Jan 2, 1962 was one of the worst in the history of the city, and arguably one of the biggest contributors to the decline of the city. Read up on Republican Charles Bowles. That's where it started.
