I am not aware of his/her "skirting of rules".
One can abandon an account and open a new one ... people do it all the time.
The TOS violation is in using two accounts simultaneously especially to support and promote one or multiple account's point of view.

Nope. Once they get the nuke, ground troops are not needed. We'll need something with a little more power.
