In this instance, they organized a single location and UPS probably fought it. Notice how the press release didn't list the final vote count - only that the location had 41 workers in the bargaining unit. That's usually how press releases go if the vote was close.

When UPS bought out Overnite (UPS Freight), each location still had to be organized and have a representation vote - UPS simply agreed during 2008 contract talks not to oppose the organizing campaign.
