What is the article 22.3 job?

I heard its a full time position?

it is 2 part time jobs combined for full time hours but they are very hard to get and they are bid jobs.
Many of these jobs have been disolved or the employees laid off.
As far as I know these jobs will not be up for bid anymore and rumors say next contract the jobs will be eliminated.
