Are hubs supposed to be closed for Labor Day?

We're being told Monday is a mandatory work day yet labor day is marked with a star on the calendar noting that critical service will be available. We're confused as to what holidays we're supposed to be off and it feels like management is making up their own rules about holidays off.

Labor Day is one of 8 holidays on there but it doesn't mention if we should be closed those days or not..only that union members will be paid for those days.
I don't know about other supplemental agreements, but that is exactly how the Southern Supplement is worded. It's how the company could "make" us work on the day after Thanksgiving way back when (and every Black Friday thereafter). The language doesn't specify that we have to be given the day off, simply that we are paid holiday pay for the days and that if we do work on those days we get premium pay at 2 times the regular pay rate.
