Vietnam isn't looking to build a huge military and take over the eastern Pacific and Southeast Asia. Vietnam isn't looking to supplant the U.S. as the world's top superpower.
It is a mini China. One party rule The Communist Party Of Vietnam. No opposition . No dissent. And the families of the 58,000 US killed and the 153,000 wounded in the Vietnam War still bear the scars. The establishment of diplomatic relations with the Communist Vietnam government was something that was probably beneficial but as a serious future trade and manufacturing partner is something the lessons of China must not be repeated in Vietnam.

They've developed a cult of personality around Xi who has eliminated pretty much everyone who was a possible threat to him. The result is the economy isn't moving along as was expected. Power is too centralized with no one willing to make decisions that will get them noticed.
Tiananmen Square should have shown to the US what kind of a government in China it would have to deal with in the coming years. But fast bucks and lots of it to be made off millions of cheap workers was too much of a temptation.

And trade is one way to improve Vietnam and so far it has.

The US does not really need a huge petroleum reserve since we are a major oil exporter now. When the reserve was built the US was importing over half of the oil we used and was predicted to run out by the 21st century.

Oil is a commodity, traded on the open market. Basic trading principles are to buy low and sell high. The profits from the SPR has been used numerous times through the decades to fund spending bills.
