By the time FDR took three years later than smoot-hawley in 1933 its likely the market and economy was at a point that it would have started rebounding regardless of anything FDR did. What FDR did however did nothing to cure the depression until 5 years later when the depression was considered over despite high unemployment that remained until 1941 and the start of WWII.
With a 5 year recovery extending the 4 years of existing depression to 1938 you would have a difficult time explaining how FDR worked any kind of magic. What he did do however was expand the government solution which you could argue may have actually slowed the rate of recovery.

Government expansion during a time of economic crisis probably slows considerably the natural recovery that would have occured if government had simply sat on thier hands and let it happen naturally or simply removed the mufflers that tend to slow down a recovery.
